Default turn off the water ahile you brush your teeth
I always turn off the water while brushing my teeth. I put a little in a cup if I need to use it before I'm done.

Yes, I am agree that while your are brushing you should turn off the water flow in order to save it.
Water is very essential and saving it is our first duty.
