Cash for Caulkers?

Has anyone been following the Cash for Caulkers program that's being developed? I just started looking into it because I'm buying a house that's about 70-80 years old. It's insulated but not very well and most of the windows are the old single pane windows with 9 individual pieces of glass glazed into each window. I'm probably going to start with a home energy audit, the local electric company is offering them at 75% off for homes that exceed a certain heating/energy index.

My main concern is that I don't want to wait too long to start making improvements but I also don't want to miss out on any tax credits or rebates. Does anyone know more about what this program might look like and when it might happen?
