Do the recycled rice tote bags have lead paint on them?

I have always wondered if the recycled rice tote bags (purses etc...) have ever been tested for lead, mercury or any other contaminants. Does anyone know?
The lead comes from the paint and might be dangerous if the paint flakes off. Over the top graphically designed bags must be tested to pass the US Environmental Protection Agency (EPA) standard, if it fails it might be dangerous. I'm not familiar if the government tests manufactured bags, plastic, food plastics, etc.
Uncleaned bags may contain bacteria so it must be washed and bleach before using again.
